Flat washers are a great way to tune your bushing set up without swapping out your bushings. Using a flat washer will restrict your bushings less compared to cup washers, this will allow your truck to lean more and make the bushing feel softer*. The Large flat washer fits exact over a barrel bushing and the Small flat washer fits exact over a cone bushing.

If you want an extreme amount of lean, sometimes the Large Flat Washer will hit the hanger so you may want to use the Small Flat Washer and cone bushings.

You may also use Small Flat Washers on a barrel bushing to make it feel like a cone bushing or a much softer* bushing, as it restricts the bushing even less than a Large Flat Washer.

Keep in mind that the less you restrict the bushing, the more you allow it to deform and therefore the bushing will wear out quicker.

more technical info: *By "softer" I actually mean it lowers the curve of the lean angle vs resistance rather than the overall softness of the bushing. The resistance at slight angles of truck leans should feel about the same whether you use a flat washer or a cup washer. However at moderate to extreme angles of lean, a cup washer typically will prevent the bushing from deforming too much and therefore sharply increases the resistance. A flat washer however will allow the bushing to shift out sideways and therefore will offer less increase in resistance compared to a cup washer at moderate to extreme angles of lean.
